Cir. 16/2012 Invitation to talks- Addendum to the Croke Park Agreement

Dear Branch Secretary

Attached is a letter from the Secretary General of the Department of Public Expenditure and Reform to the Public Services Committee (PSC) of the Irish Congress of Trade Unions inviting the PSC to talks on an addendum to the Croke Park Agreement. The purpose of the discussions would be to seek agreement on additional reductions to the overall pay and pensions bill and on a set of measures to further improve productivity in the public service.

At its meeting this afternoon (21/11/12) the PSC agreed to accept the invitation to talks. An initial meeting will be held with the Official Side next Wednesday (28/11/12). After that it is expected that intensive talks will commence with a view to concluding the talks by the latest end February. If there is an outcome at that stage Public Service Unions (including AHCPS) will likely ballot members. The early indications are that the Government would like an agreement up to the middle of 2016.

We do not know at this stage the scale or range of reductions in costs required by the Government or what their agenda might be. However, given the likely differing agendas of the Government and Unions, the achievement of an agreement is expected to be very difficult.

When further details are available, members will be informed.
