AHCPS establishes sub-committee to consider cross-streaming report

Cross-Stream Reporting

The Association previously issued members with a report from the Commission for Public Service Appointments. This report deals with the eligibility criteria for promotion of staff in the Civil Service i.e. “cross-stream” promotions. The Commission’s recommendation to the Minister for Public Expenditure and Reform is: "The Commission recommends that, in establishing eligibility criteria for promotions to positions in the Civil Service, the Minister for Public Expenditure and Reform removes any criteria that may prevent Civil Servants with the requisite knowledge, skills, experience and attributes from applying for these positions. The Commission asks the Minister for Public Expenditure and Reform to consider that, where his Department’s approval for promotions within the Civil Service is required, that this approval is made conditional on the opening of these promotions to those in the Office/Department (or within the Civil Service in the case of inter-departmental promotions) with the requisite knowledge, skills, experience and attributes to perform the duties of the position and not exclude anyone on the basis of their professional, technical and administrative background."

A sub-committee of General Council was established to consider the matter further. This sub-committee met on the 14th of June. It was agreed that the following issues would need to be considered further:

Reciprocity
For example if Principal Officer positions are being opened up to AP equivalents then it reasonable that management positions in the professional/technical area at PO level (not all should require a professional/technical qualification) should be opened up to APs.

Banding
Whether promotion posts should be opened up to more than the grade directly below i.e. could a CO be entitled to apply for a HEO post. The AHCPS are opposed to this suggestion.

Panels
Inter-departmental and internal departmental promotions panels should continue to be used rather than having a competition for every post arising.
