ICT Competitions

Department of Finance Paper on ICT Competitions in relation to the Department of Agriculture – 2 April 2008

Background
A proposal was put to the staff side on 29th November 2007 on the filling of ICT gaps in the Department of Education in Mullingar and Athlone and in the Department of the Environment in Wexford. This paper seeks to progress the filling of ICT gaps in relation to the Department of Agriculture, Fisheries and Food in Portlaoise.

Proposal
The Department of Agriculture has identified the anticipated gaps at each grade level. These are set out at Appendix A (PDF, 40KB) together with the proposed arrangements for filling these gaps.

Staff remaining in Dublin
It is proposed that a Dublin Arrangements system will be put in place to facilitate the assignment of staff currently in ICT posts who are not decentralising and who will need to be placed in posts remaining in Dublin. It is intended that details of ICT posts remaining in Dublin will be circulated to these ICT staff. They will be asked to indicate their preferences in relation to these posts and to indicate their preferences in relation to assignment to non-ICT posts.

As there is a significant handover/ knowledge transfer requirement for IT posts, recruitment for the new location (Portlaoise) must precede the release of existing IT staff. During the transition period the timing of individual releases must be governed by the need to ensure the stability of the Department’s core business IT systems.

It should be recognised that it may not be possible to meet individual preferences and that internal Departmental practices for the processing of applications for transfers will apply.
