Circular 36/2013 - Offer on Income Continuance Scheme

Dear Branch Secretary

Although many AHCPS members feel that they will never need the protection the Plan provides, our experience has been that even the healthiest person can suffer unexpected illness or, indeed, have a serious accident. This is why membership of the Plan is important for every member as it’s designed to dovetail with your sick pay entitlements.

In return for a contribution of 0.65% of salary (net cost of approximately 0.38% after tax relief) this Plan helps provide you with an income of up to 75% of your pre-disability salary in the event that you fall ill. It does this by topping up your half pay (when on sick leave), your pension (rehabilitation) rate of pay or your Early Retirement Pension (ERP) and/or State Illness Benefit to 75% of your pre-disability salary. Claims under the Plan will be paid if Irish Life, the Plan’s insurer, is satisfied that because of injury or illness you are unable to carry out your normal job, and you are not involved in any other remunerative occupation.


The Association has been in contact with Cornmarket regarding the Income Continuance Scheme. As a result of those discussions Cornmarket are prepared to offer the following:

Six Months Free Cover for all new members to the scheme from 19th August until March 1st 2014

To avail of Six Months Free Income Continuance membership you must fulfil the eligibility criteria below:
• Members must be joining the plan for the 1st time.
• Have never been a member of another Cornmarket Income Continuance Plan.

Free Cover is from August 19th 2013 until 1st of March 2014 inclusive.

• Extension to the under 60 preferential application, the cut-off date is now the 31st of October 2013, this has been extended from September 30th 2013

In relation to the Preferential Application the idea is to simplify the process for non-members of the scheme who want to join without having to go through medical underwriting. The basis for this application is:

1. you MUST be a member of the AHCPS
2. you MUST be under age 60
3. You must be actively at work, or capable of being actively at work the day you join
4. You cannot have been absent from work due to any illness or injury or any other medical condition for more than 10 continuous working days in the 12 months prior to the date of signing this declaration (colds or influenza may be ignored)
5. You cannot have taken or been advised to take any medication in the last 12 months for a period of more than 4 weeks
6. You are not currently under consultant or hospital follow-up, or awaiting any test or surgery or results of same
7. You have never been refused, postponed or accepted on special terms for Income Continuance Cover (disability benefit), Life Cover (Death Benefit) or Specified Illness Cover The Preferential application will be available up until 31st of October 2013

For those of you who would be unable to sign the above declaration you can still apply for the scheme using the Standard application; depending on your circumstances this may involve an independent medical.

It has also come to our attention that a number of you may still be insured under the PSEU/IMPACT/SIPTU Income Continuance Plan; if this is the case, Cornmarket have put in place a transfer application which provides a seamless process to switch across to the AHCPS Scheme (this is strongly recommended by both the Union and Cornmarket).
