Circular 16/2025 – The Association of Higher Civil and Public Servants (AHCPS) condemns Racist Attacks and calls for Strong Action to promote Inclusion

Dear Branch Secretary,

The Association of Higher Civil and Public Servants (AHCPS) which represents over 4,000 senior civil servants and managers in the State sector nationwide has expressed deep concern at the recent spate of racist attacks across Ireland.

The AHCPS is calling for:

  • Concrete action to accelerate delivery of the National Action Plan Against Racism
  • Strengthened workplace equality and inclusion programmes, ensuring they are properly resourced and supported
  • A national stand against racist behaviour, reinforcing that Ireland is a society where diversity and respect are core values.

Speaking on behalf of the Association, Ciaran Rohan, General Secretary said: “Racist violence has no place in our communities or in our workplaces. We stand in solidarity with our members from migrant communities, who are deeply affected by the recent rise in incidents. Our members, from all backgrounds, make a vital contribution across the civil and public service, and this must be recognised, respected and protected. This is not just about responding to individual racist incidents, it is about the kind of country and workplaces we want to create together – ones that are safe, inclusive and respectful for all.”

“We urge Government to accelerate the delivery of the National Action Plan Against Racism to help combat racism and to support equality, diversity and inclusion in every workplace”, he added.
